Between 26–28 January 2026, a group of graduates of the Training Programme for Experts in Measuring the Digital Intensity of SMEs, organised by ACETI within the “Digital Maturity in Innovative Regions” Project, with the support of the Government of Switzerland and Helvetas Moldova, through the OPTIM Project, took part in a study visit hosted by the North-East Regional Development Agency (ADR Nord-Est) in Piatra Neamț, Romania. The agency is a founding institution of the Digital Innovation Zone, a European-recognised European Digital Innovation Hub (EDIH).

The study visit opened with welcome remarks by Ion Bodrug, President of ACETI, who thanked the Romanian partners for the support and mentorship provided to the Association since its establishment. He highlighted the importance of strengthening regional cooperation in the field of digital transformation and the essential role of knowledge exchange in building the capacities of experts from the Republic of Moldova.

In turn, Vasile Asandei, Director General of ADR Nord-Est, emphasised the institution’s openness to supporting initiatives aimed at accelerating the digitalisation of SMEs and reaffirmed its commitment to continuing cooperation with partners from the Republic of Moldova, while also acknowledging ACETI’s successful track record in this field.

Cristina Butuleac, Digitalisation and Access to Finance Manager at Helvetas Moldova, OPTIM Project, highlighted the value of the programme, praised the remarkable results achieved by ACETI within the project, and underlined the importance of the methodological support and exchange of experience provided by the Romanian partners. She also noted that Helvetas Moldova supports initiatives that accelerate the digital transformation of SMEs and contribute to the development of local expertise, facilitating the exchange of best practices and access to innovative tools and methodologies.

As part of the programme, Manuela Ciora and Silviu Stoica, One Stop Shop experts from ADR Nord-Est (eDIH Digital Innovation Zone), presented Romania’s experience in measuring the digital intensity of SMEs, detailing the methodologies applied at regional and European level, as well as the lessons learned.

The agenda also included case studies presented by Romanian companies and institutions, such as UtilDeco Group, the National Museum of Romanian Literature in Iași, the “Saint Hierarch Dosoftei – Metropolitan” Museum, Atta Board, and Apollo Technologies. These examples demonstrated how digital maturity assessment tools can guide decision-making processes and the planning of technological investments. Concrete initiatives included, among others, the digitalisation of cultural heritage collections (over 19,000 manuscripts and printed materials) and the development of a digital model of the museum building, enabling virtual tours.

The event also featured the presentation of the MIDIA ACETI Guide, developed to facilitate the use of the assessment tool created by ACETI among enterprises and public institutions in the Republic of Moldova.

The study visit concluded with recommendations for the application of the MIDIA tool and the award of completion certificates, confirming the qualification of the trained specialists who will support SMEs in better identifying and understanding their digital transformation needs.

The “Digital Maturity in Innovative Regions” Project is implemented with the financial support of the Government of Switzerland (Swiss Cooperation in Moldova) and Helvetas Moldova, through the OPTIM Project.
