The Digital Innovation Hub of Moldova (DIH of Moldova) is a project created in December 2021 by the Association for the Development of Electronic Communications and Innovative Technologies (ACETI), together with a group of regional, national, and international IT companies. It follows the model of the European Digital Innovation Hub from Romania, facilitating connections between startups, investors, providing access to funding for digital transformation. Simultaneously, it serves as a platform connecting companies in the region with professionals, future specialists, suppliers, and users.

The SME Digital Intensity Measurement Instrument (MIDIA), developed by the Association for the Development of Electronic Communications and Innovative Technologies (ACETI), will be integrated into BizRadar, a platform launched at the initiative of the Secretariat of the Economic Council under the Prime Minister of the Republic of Moldova to foster direct interaction between businesses and public authorities.

The initiative was announced during the MIDIA presentation event organized within the Digital Maturity in Innovative Regions project, implemented with the support of the Swiss Government and Helvetas Moldova through the OPTIM Project.

With MIDIA integrated into BizRadar, a larger number of entrepreneurs will be able to assess the digital maturity of their companies using a standardized methodology. They will more easily identify both their strengths and areas requiring improvement. In addition, businesses will receive recommendations on the investments and actions needed to advance their digital transformation.

The integration of MIDIA into BizRadar confirms the maturity and practical relevance of the instrument and demonstrates the confidence placed in it by stakeholders involved in developing Moldova’s entrepreneurial and digital ecosystem.

A tool with the potential to drive economic development

During the event, participants reiterated the importance of capitalizing on the project’s outcomes and promoting the wider use of MIDIA.

Cristina Buțuleac, Digitalization and Access to Finance Manager at Helvetas Moldova, praised the collaboration with ACETI and noted that MIDIA was designed as a structured tool aimed at supporting companies throughout their digital transformation journey. She expressed hope that the synergies created within the project, together with the integration of the MIDIA questionnaire into BizRadar, would enhance the instrument’s value and credibility.

For his part, Ion Lupan, Head of the Secretariat of the Economic Council under the Prime Minister, highlighted that achieving fully digital interactions between public authorities and businesses is one of the Council’s key priorities. At the same time, he emphasized that companies also need to assess their own level of digital readiness in order to make better use of available digital services, strengthen their competitiveness, and improve their ability to access funding and support opportunities.

The importance of MIDIA is further reinforced by the fact that it will be used by EDIH Digital Innovation Hub of Moldova, the first and only European Digital Innovation Hub in the Republic of Moldova, selected by the European Commission in January 2026.

By using MIDIA, entrepreneurs will gain access to the services provided by the EDIH, including technological expertise, testing digital solutions before investing, digital skills development programmes, and support in identifying available funding opportunities.

ACETI advocates for MIDIA to become a national standardized instrument

At the beginning of 2026, the Association for the Development of Electronic Communications and Innovative Technologies (ACETI) submitted a position paper to the Government of the Republic of Moldova proposing the nationwide adoption of a standardized instrument for assessing the digital intensity of small and medium-sized enterprises.

The initiative comes in the context of implementing the Digital Transformation Strategy 2023–2030 and business support programmes. It aims to increase the effectiveness of public policies and ensure more targeted allocation of funding and support measures dedicated to digital transformation.

The use of a common methodology would enable comparable assessments of companies’ digital maturity levels, help identify sectors with the greatest need for intervention, and facilitate monitoring of the impact of public and private investments in digitalization.

A tool developed in Moldova, protected and recognized

ACETI has officially registered the copyright for MIDIA with the State Agency on Intellectual Property of the Republic of Moldova (AGEPI), while the instrument’s name is protected as a registered trademark. In addition, MIDIA was awarded a Silver Medal at the INFOINVENT 2025 International Specialized Exhibition.

In an economy where competitiveness increasingly depends on the adoption of digital technologies, MIDIA provides companies with an answer to a crucial question: How digital is my business really, and what should I do to become more competitive?

For the Republic of Moldova, MIDIA has the potential to become more than just an assessment tool—it can serve as a national benchmark for measuring digital transformation progress and guiding investments toward areas where they can generate the greatest economic impact.
