Carolina Bugaian: “Digitalization is no longer a luxury — it is a necessity for people and communities”
During the panel “Investments and Cross-Border Partnerships (Moldova–Romania–EU)” at the “SMART Technologies for Innovation” Summit, Carolina Bugaian, President of the European Business Association, President of the Organization of Women Entrepreneurs of the Republic of Moldova, Chair of the National Council for Economic Empowerment and Gender Equality under the Prime Minister, and CEO of Moldcell, emphasized the importance of a people-centered and socially inclusive digital transformation.
Carolina Bugaian highlighted that digitalization is no longer a luxury but a strategic necessity for economic and social development, referring to Romania’s experience and OECD studies on the digital transformation of local administrations. She stressed that the Republic of Moldova must invest in digital literacy, future-oriented skills, and building trust between people and technology.
“In the digital world, there are no borders — and that is one of the most beautiful aspects of digitalization. Technology should be where people are and serve them, not replace them,” stated Ms. Bugaian.
The Moldcell CEO also presented concrete examples of initiatives promoted by the Moldcell Foundation, which contributes to digital inclusion through educational programs for seniors, including the University of the Third Age in Bălți. She underlined that “a digitally mature society is one where no one is left behind — neither the young nor the elderly.”
Ms. Bugaian also emphasized the active partnership between Moldcell and ACETI, noting the association’s pioneering role in fostering collaboration between the business community and local authorities in advancing digital transformation. She reaffirmed Moldcell’s openness to support local initiatives, including the proposal from Bălți City Hall to develop a unified electronic ticketing system for public transport.
“Everything we do is for people — to help them feel truly empowered. Artificial intelligence will not replace humans but will support them in solving everyday challenges,” concluded Ms. Bugaian.
Through Moldcell’s involvement as an active member of ACETI, the national innovation ecosystem benefits from significant contributions to developing digital skills, promoting inclusion, and accelerating technology-driven economic transformation.
The “SMART Technologies for Innovation” Summit took place in Bălți on October 23–24, organized by the Association for the Development of Electronic Communications and Innovative Technologies (ACETI), in partnership with Bălți City Hall, the Employers’ Association of Renewable Energy Producers “ECOEnergetica”, and the Association for Regional Development and European Policies (ADRPE).
The event took place within the framework of the ACETI 4 EDIE project, implemented with the support of the Innovate Moldova Program, funded by Sweden.
