“SMART Technologies for Innovation” Summit Delivers Results: Bălți and Solotvino Sign Twinning Agreement
The Municipality of Bălți and the Solotvino Territorial Community from Ukraine’s Transcarpathia region officially signed a twinning agreement on Tuesday, November 18, during a ceremony that brought together representatives of local authorities, public institutions, the business community, and international partners.
The agreement is a direct outcome of the dialogue initiated at the “SMART Technologies for Innovation” Summit, recently organized by the Association for the Development of Electronic Communications and Innovative Technologies (ACETI), in partnership with Bălți City Hall, the Association of Renewable Energy Producers “ECOEnergetica,” and the Association for Regional Development and European Policies (ADRPE). The summit helped build the bridge between the two communities and paved the way for this long-term cooperation.
Bălți Mayor Alexandr Petkov emphasized that the twinning agreement reflects the city’s commitment to expanding international partnerships and strengthening cooperation with Ukrainian local authorities.
The Mayor of Solotvino, Vasile Iovdii, highlighted his community’s readiness to work together on joint projects in public administration, education, culture, economic development, environmental protection, and public services—areas essential for sustainable and cross-border growth.
Speaking at the event, Ion Bodrug, President of ACETI, congratulated both communities and underlined how innovation and economic development contribute to stronger regional connections:
“The collaboration between Bălți and Solotvino is a clear example of how dialogue launched in an innovation-oriented environment can turn into concrete initiatives. Modern development goes hand in hand with digital transformation, and ACETI will continue supporting communities that choose smart solutions and look toward the future.”
The twinning agreement establishes a structured framework for cooperation in key fields such as education, culture, sports, health, tourism, environmental protection, infrastructure, digitalization, public services, and economic development. It also aligns with the strategic vision promoted during the “SMART Technologies for Innovation” Summit—positioning the Bălți region as a growing hub of innovation, connectivity, and regional partnership.
The summit was organized within the ACETI 4 EDIE project, implemented with the support of the Innovate Moldova Program, funded by Sweden and the United Kingdom.
