MIDIA, the First National Tool for Assessing the Digital Intensity of SMEs, Officially Launched in Chișinău
The Association for the Development of Electronic Communications and Innovative Technologies (ACETI) officially presented, on 26 February 2026, the SME Digital Intensity Measurement Instrument (MIDIA), an innovative solution designed to assess the level of digitalization of small and medium-sized enterprises (SMEs) in the Republic of Moldova. The instrument was developed by ACETI within the framework of the “Digital Maturity in Innovative Regions” project, implemented with the financial support of the Government of Switzerland and Helvetas Moldova, through the OPTIM Project.
Held at the Technical University of Moldova, the launch event brought together representatives of public authorities, the business community, support organizations, certified evaluators, and development partners, providing a platform for dialogue on the role of digitalization in enhancing SME competitiveness.
From the outset, discussions emphasized the importance of assessing SMEs’ digital maturity in the context of increasing competitiveness and facilitating access to financing. Ion Bodrug, President of ACETI, highlighted MIDIA’s role as a practical tool for companies and expressed gratitude to the Swiss people, the Government of Switzerland, and Helvetas Moldova (OPTIM Project) for their support in implementing the “Digital Maturity in Innovative Regions” project and developing MIDIA.
Bojan Kolundzija, Country Director of Helvetas Moldova, underscored the importance of digital maturity and its correlation with economic development and improved living standards:
“When we first started discussing this digital tool with ACETI, aimed at helping companies understand their level of digitalization, I was truly curious and a bit skeptical. After a great deal of hard work, I am pleased to see a very useful, very realistic, and very user-friendly instrument. It is important to mention that we do not see this digital tool solely as a benefit for the companies that use it. We believe the impact will be much broader, by improving the delivery of goods and services to the people of the Republic of Moldova and, consequently, contributing to the country’s economic growth.”
Lidia Mocanu, Strategic Director of Digital Innovation Zone (EDIH Romania), emphasized the importance of a digital intensity assessment tool for the support that a European Digital Innovation Hub can provide to companies:
“Understanding companies’ digital maturity level is not just a matter of curiosity. It is, in fact, a necessity, because only in this way can we deliver tailored, practical solutions. This instrument should also serve as a gateway for companies to access the programs that the European Digital Innovation Hub of Moldova will offer.”
Representatives of public institutions in the Republic of Moldova also addressed the connection between digital maturity, public policies, and support instruments available for SMEs.
“Digitalization is no longer a luxury, but a necessity. To be competitive, you must know your potential. This instrument can guide entrepreneurs in self-assessing their capacities, resources, and needs, understanding what works well and what does not, and prioritizing their investments accordingly,” noted Vitalie Tarlev, Digitalization Advisor at the Economic Council to the Prime Minister.
An important segment of the event was dedicated to the practical experience of using MIDIA. Representatives of companies participating in the pilot phase presented the benefits obtained following the assessment, highlighting the clarity of the generated report and its usefulness in substantiating decisions regarding digital investments. Certified MIDIA evaluators also shared lessons learned during the implementation of the methodology, emphasizing the importance of standardized assessments and an objective approach to measuring digital intensity.
A key moment of the event was the presentation of the MIDIA Methodological Guide, which provides evaluators and companies with a clear framework for understanding their level of digital intensity and planning the next stages of digital transformation.
The SME Digital Intensity Measurement Instrument (MIDIA) represents the first national solution tailored to the context of the Republic of Moldova for assessing SME digital intensity. Developed by ACETI in collaboration with national and international experts and inspired by European models used by European Digital Innovation Hubs (EDIHs), MIDIA strengthens the interaction between the Digital Innovation Hub of Moldova, initiated by ACETI, and the private sector.
Through the launch of MIDIA, ACETI aims to strengthen cooperation between the private sector, public authorities, and development partners, while providing SMEs with a practical tool to assess digital maturity, identify development priorities, and facilitate access to financing opportunities.
The “Digital Maturity in Innovative Regions” project is implemented with the financial support of the Government of Switzerland (Swiss Cooperation in Moldova) and Helvetas Moldova, through the OPTIM Project.
