The Digital Innovation Hub of Moldova (DIH of Moldova) is a project created in December 2021 by the Association for the Development of Electronic Communications and Innovative Technologies (ACETI), together with a group of regional, national, and international IT companies. It follows the model of the European Digital Innovation Hub from Romania, facilitating connections between startups, investors, providing access to funding for digital transformation. Simultaneously, it serves as a platform connecting companies in the region with professionals, future specialists, suppliers, and users.

EDIH of Moldova, the first and currently the only European Digital Innovation Hub in the Republic of Moldova, and AI4DIGIT – a European Digital Innovation Hub from Albania, signed a Memorandum of Understanding (MoU) on 17 September 2026, establishing a framework for cooperation focused in particular on artificial intelligence, digital transformation, and access to European innovation expertise and infrastructures.

The partnership provides a framework for knowledge and expertise exchange between the two hubs, as well as for the development of joint services and initiatives for SMEs, mid-caps, and public sector organisations. Cooperation will also focus on connecting beneficiaries with opportunities, technologies, and European infrastructures relevant to AI adoption.

A distinctive element of the collaboration is its focus on the practical use of artificial intelligence. The two EDIHs will be able to cooperate on activities such as digitalisation assessments, AI prototype validation, referrals to European testing facilities, support related to applicable AI regulatory requirements, and connections to European infrastructures such as AI Factories, AI-on-Demand, and Testing and Experimentation Facilities (TEFs).

The cooperation will also include expertise exchange between technical and operational teams, joint training programmes, webinars, workshops, matchmaking sessions, and events focused on digital transformation. The two hubs aim to leverage the complementary expertise and infrastructures available across the ecosystems of the Republic of Moldova and Albania.

Another important objective is the development of joint projects and consortia under European programmes. Through this cooperation, EDIH of Moldova and AI4DIGIT will be better positioned to identify opportunities for transnational projects and initiatives connecting organisations, experts, and technology providers from the two ecosystems.

AI4DIGIT is a European Digital Innovation Hub in Albania, coordinated by the University of Tirana and co-funded by the European Union under the Digital Europe Programme. The hub provides services in areas such as AI adoption, digitalisation assessment, AI Act and GDPR compliance, skills development, and connecting beneficiaries with European AI infrastructures.

EDIH of Moldova, the first and currently the only European Digital Innovation Hub in the Republic of Moldova, coordinated by ACETI, provides integrated services to accelerate the digital transformation of SMEs, mid-cap companies, and public sector organisations.

Through this new partnership, the two hubs aim to turn knowledge exchange into practical cooperation focused on services, projects, and results for beneficiaries, while strengthening connections between the digital innovation ecosystems of the Republic of Moldova and Albania and the wider European EDIH network.

In this context, cooperation with AI4DIGIT expands EDIH of Moldova’s opportunities to build European partnerships in the field of AI and to facilitate access for organisations in the Republic of Moldova to expertise, technologies, and European cooperation opportunities.
